Dear Members,
I trust this email finds you well.
The University of Cape Town (UCT) research team, led by Professor Haroon Bhorat, is conducting a survey to understand employers' views on the Employment Tax Incentive (ETI). This research feeds directly into a national policy review process and seeks employer perspectives on the incentive's effectiveness and implementation. Furthermore, the survey results may form part of a broader DPRU research project in support of the National Treasury. There is currently an opportunity to consider potential revisions to the incentive, and the findings from this research will help inform that process. Professor Bhorat will also be presenting the broader research findings at the Presidential Economic Advisory Council (PEAC).

The survey will provide evidence-based insights into employers' experiences with the ETI and will inform discussions on the incentive's future. Members are encouraged to participate and share their views as part of this important policy process. By participating, employers will:
- Contribute directly to the national review of the Employment Tax Incentive (ETI);
- Ensure that employer perspectives are represented in policy discussions and decision-making processes; and
- Support research aimed at understanding the impact and effectiveness of the ETI.
While a number of responses have already been received, additional submissions are required to support a sufficiently robust evidence base and enable reliable conclusions to be drawn from the research. The survey closing date has therefore been extended to Friday, 16 October 2026.
Members are also encouraged to circulate the survey among SMMEs within their respective organisations and employer networks to broaden participation.
